Europe felt a moment of respite on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of contrasting events captured the grim essence of the current period. By day, negotiation efforts are fought: positive announcements are delivered from different nations. Considerable effort is devoted on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting projectile deployments from Russian territory, a capability provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons flew past – sophisticated military planes provided to Ukraine by European allies.
Moments later, Kyiv's air-defence systems activated: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, most likely supplied through partner states. Every launch creates sudden vibrations, shaking the windows. The brief panic quickly gives way to sober acceptance: maybe the incoming missile won't strike its target this time, sparing the city from catastrophe and further power outages.
Persistent Threats
Following this, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the enemy aircraft – it maintained course toward its target.
With pauses, this continued until dawn. Kyiv faced the morning news: several casualties, destruction and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's vital need on Western support – a reliance that regional partners are evidently unprepared to replace in the near term.
Ineffective Peace Efforts
The detailed framework from US administration generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new proposal from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This pattern will, certainly, continue.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration works based on a premise well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is impossible to compel Moscow to relinquish the territory that it currently occupies in Ukraine's south or east.
The problem is that while acknowledging this situation, American administration does minimal to discourage Russia, through diplomacy or military means, from thinking that the situation will not evolve additionally in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Moscow is confident that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to stop fighting, but they will persist as long as Russia's government remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but averting a total frontline collapse until circumstances change in its favour.
Existing Situation
Factually, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.
These two forces are influencing discussions.
Summary and Prospects
It took a only one week to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, latest revelations, all served their function.
While new plans based on old ideas are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
